which show is this? (80s/90s)?

I will describe a scene in an episode. The show is one of the
crime-solving shows, where in each episode had a different
mystery/crime to solve. it wasnt a cop show i think, but one where
this one guy has a team working for him. The team consisted of some
handsome brown haired guy and a very gorgeous blonde (?) girl. maybe
someone else was part of the team, im not sure.

in this scene, the handsome brown haired guy goes to some hotel
looking for a suspect but is not allowed to go into the pool clothed
since it a nude pool. then at some point, the hot blonde is looking
for the brown haired guy and she is also stopped at a desk before the
pool because she is also going in clothed.

then they have a few awkward/funny scenes where the two meet inside
the pool, and the guy uses a giant pool ball to cover himself up and
the girl is behind some bushes (or something)
for some reason, i think this episode/scene takes place somewhere in
texas. i think in general, in the show they go to places so i dont
think its a show thats supposed to be based in texas. my memory is
bad, but i think the main guy who solves the crimes is asked to help
by people in the whole US and they (him, and his team of the two
people mentioned above) travel to help them out.

sorry cant be more precise... i remember i saw the show on hong ong's
star tv network sometime in the early 90s...
